LCMI (Blue Card) Program The Blue Card program provides assistance with doctor’s visits, hospital services and prescriptions. Only permanent residents of Lubbock County that meet the eligibility requirements will be eligible for the Blue Card. Persons with Medicare, Medicaid, Commercial Insurance or other. Persons living in Lubbock County who meet certain income and asset guidelines may be eligible for the Lubbock County Medical Indigent Program. This program requires the completion of an application and must provide various information and documents such as proof of income and residency.
